Democracies depend upon citizens who, among other things, are:

• aware of their rights and responsibilities as citizens;
• informed about the social and political world;
• concerned about the welfare of others;
• articulate in their opinions and arguments;
• capable of having an influence on the world;
• active in their communities;
• responsible in how they act as citizens.

These capacities do not develop unaided. They have to be learnt. While a certain amount of citizenship may be picked up through ordinary experience in the home or at work, it can never in itself be sufficient to equip citizens for the sort of active role required of them in today's complex and diverse society.

VACANCY ANNOUNCEMENT: MONITORING AND EVALUATION (M&E) OFFICER

African Centre for Citizens Orientation is an NGO in special consultative status with United Nations Economic and Social Council (ECOSOC) with a mission to build active citizens for a better and just society. ACCO is out to promote the good and welfare of African citizens, most especially women, young people including girls and persons with disabilities on the principles of freedom, equality and justice, and for the purpose of consolidating the unity and culture of our people. We seek applications from qualified persons for the following position under the Rise Up for girls ICT project.

Position: Monitoring and Evaluation Officer – Reporting to Project Manager

Specific responsibilities
Provide technical support and oversight to ensure monitoring and evaluation excellence of the Rise Up for girls ICT project.
Ensure that the implementation of monitoring and evaluation activities is in line with the project’s implementation plan and meets the donor and project’s M&E needs.
Work with Project Manager to ensure that monitoring and evaluation activities are conducted appropriately.
Represent and make appropriate presentations to stakeholders at various fora on program achievements and deliverables and other M&E activities.
Support the development and design of the M&E framework, tools and project M&E plans, guidelines and ensure efficient data management processes.
Provide continuous technical lead to project team on data management and regularly analyze state data, highlight important programmatic gaps and coordinate with program management and others in addressing these gaps.
Conduct operational research activities and participate in project assessments, evaluations and design teams as applicable.
Develop suitable dissemination materials for sharing project-related results with stakeholders.
Maintain and update the project M&E system on an ongoing basis and generate monthly reports to meet donor and other stakeholder requirements.
Consolidate lessons learned from project implementation and make suitable recommendations for future implementation.

Qualifications
Applicants must have a BSc/HND/ND in any of the following related field: Computer Science, Economics, Information Technology, Community Development or Social sciences.
Minimum five years supporting research and communications in the community development or social sciences field.
Excellent organization and time management skills and strong attention to detail, excellent writing and communications skills in English language are required.
Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience with database development and management and statistical analysis software (SPSS, EPI-INFO, STATA, SAS or similar) is also a plus. Applicant’s experience must reflect the knowledge, skills and abilities listed above.

The Communications Officer would oversee the organization's communications programs.
Prepare media briefings and engagements.
Be responsible for the organization's communication with different target audiences.
Handle social media social media platforms and liaise with the media - print, electronic and online.

Qualifications
The candidate is required to possess a good First Degree in the Social Sciences or Communications.
